ABOUT KCM:

THE ROLE:
Semi state –with involvement in large and medium scale infrastructure and building works
Contract role for between 6 and 24 months and potentially longer Holidays: 25 per annum pro rata
Location: South Dublin close to City center
Salary range: will depend on experience but up to 95K expectations will be considered by Agency.

DUTIES:

General
(i) Ensure that key objectives, efficient delivery of projects, value for money and cost certainty at tender stage are being complied with and achieved at all stages for every project.

Pre-Contract
(i) Prepare project budget cost estimates and detailed cost plans as appropriate;
(ii) Review tender documentation and advise on completeness of the design information to ensure that the fixed price lump sum principle in the public works contracts is not being compromised because of incomplete design, unrealistic programmes etc.;
(iii) Prepare Bills of Quantities using Buildsoft or similar software;
(iv) Price Bills of Quantities to establish the final pre-tender estimate;
(v) Draft and issue all requisite tender documentation; and
(vi) Examine and assess all tenders and prepare report thereon.

Post-Contract
(i) On award of contract, draft and issue all relevant contract documentation;
(ii) Liaise with Project Manager and Employer’s Representative to support effective and efficient contract administration.
(iii) Check progress applications and prepare payment certificates for certification;
(iv) Measure independently and agree with the Contractors staff where appropriate on a monthly basis the quantities of work executed so that they may be certified by the Employer’s Representative.
(v) Review daywork records on a regular basis and all other documentation related to variations.
(vi) Attend regular measurement meetings with the Employer’s Representative where any difficulties with interim measurement are to be discussed.

(vii) Advise on potential claims involving compensation and delay events.
(viii) Examine in detail any claims submitted by the Contractor and make written reports on same.
(ix) Assist Project Manager and Employer’s Representative to prepare the necessary contract instructions, directions etc. as required by the Contract.
(x) Pro-actively monitor, challenge and report on costs of variations and claims in conjunction with Change Control Procedure (PM005) for each assigned project;
(xi) Draft change orders and to pass them to the Employer’s Representative for approval if variations from the Contract Documents are considered necessary.
(xii) Evaluate and assist in the negotiation of delay, disruption and other claims;
(xiii) Prepare Final Accounts, including adjustment for variations, claims etc.;
(xiv) In conjunction with the Project Manager, lead Final Account negotiations with the Contractor to ensure that all settlements reached deliver best value for money, are fully auditable and are in line with the contract provisions;
(xv) Liaise with all project managers and external consultant teams to establish that PM005 is being complied with;
(xvi) Obtain Change Register Reports on a period by period basis and prepare report for review by Commercial Manager and
(xvii) Undertake any other relevant duties as assigned by Programme Manager.
